Jon Hockenyos
President

Jon Hockenyos has had a life-long interest in economics and public policy. Following stints as an aide to a member of the British Parliament and work on a Senatorial campaign in his home state of Illinois, Mr. Hockenyos founded TXP while attending the LBJ School of Public Affairs at the University of Texas at Austin in 1987. Since then, TXP has successfully completed hundreds of projects for a wide variety of clients, with a strong record of on-time, on-budget delivery.

Along with serving as Managing Director of the firm, Mr. Hockenyos makes numerous public presentations and speeches, has served as a resource witness on a variety of issues for a large number of city councils, state legislatures, and the U.S. Congress, and is widely quoted by both print and electronic media.

Mr. Hockenyos received a Bachelor of Arts in Philosophy from the University of Illinois and Masters of Public Affairs from the LBJ School of Public Affairs, where he has taught as an Adjunct Professor. He also served on the interim Board of Directors for Capital Metro (the Austin area transit authority) during the summer of 1997, and is the current President of the Board of Directors of Hyde Park Theatre in Austin.


Travis James

Travis James brings over ten years of experience in economic analysis, strategic planning, and policy development to TXP clients. Currently, Mr. James leads the firm's efforts in economic impact analysis, community development planning, and special projects. While at TXP, Mr. James has conducted nearly 200 economic and tax revenue impact studies. As part of this work, Mr. James has assessed the economic and fiscal impact of a number of high profile companies including Hewlett-Packard, Home Depot, Samsung Semiconductor, and Toyota Motor Corporation. Mr. James also has experience analyzing tourism-related projects in California, Connecticut, Florida, Pennsylvania, and Texas.

Prior to joining TXP, Mr. James worked at ExxonMobil in the global information systems technology division in Washington, D.C. His duties required lengthy international travel to South America, Europe, and Asia in order to develop and support large-scale global systems solutions. Mr. James also spent five years as a project manager at a national economic development consulting firm where he worked on numerous studies throughout the United States.

Mr. James holds a Bachelor of Arts degree in Economics from the University of Texas at Austin. He also received a Bachelor of Science in Computer Science from Texas State University. Mr. James earned an MBA from St. Edward's University.


Travis Tullos
Project Manager

Travis Tullos has been engaged in economic analysis and forecasting for TXP since the early 1990's. Trained in regional analysis and urban planning, Mr. Tullos currently oversees the creation of quarterly trend analysis publications for private sector clients. He also serves as the Chairman of the Economic Analysis Panel for the Greater San Antonio Chamber of Commerce.

Prior to joining TXP, Mr. Tullos was the Director of Growth and Economic Planning, Houston-Galveston Area Council; Special Assistant to the Mayor for Quality Management, Office of the Mayor of Houston, and Director, Human Resources Planning, Office of the Governor of Texas.

Mr. Tullos holds a Bachelor of Business Administration in Management Theory from The University of Houston.


Rebecca C. Yerly

Rebecca Yerly has been involved with TXP since 1999. She has worked on numerous projects in the public policy arena, including the role of microlending in economic development of the disadvantaged community in Texas, the influence of urbanist development in managing and directing regional growth, and the effects of the earned income tax credit on the working poor in the San Antonio region.

Prior to joining TXP, Dr. Yerly was a case design analyst for WaxmanCavnerLawson, a firm that provides insurance products to high net worth individuals and businesses. In addition, she has authored or co-authored numerous research reports in such diverse areas as family transition and public policy, coping and stress, and the role of emotional intelligence in business and academic success.

Dr. Yerly holds a Bachelor of Arts in Government, a Master of Arts in Program Evaluation, and a Doctor of Philosophy in Educational Psychology from the University of Texas at Austin. She serves on the board of YouthLaunch, an organization seeking to empower youth through community service. Additionally, she is a member of Impact Austin and lived for a year in Istanbul, Turkey as an exchange student.


Robin Herskowitz

Robin Herskowitz brings over twenty years of hands-on knowledge related to health and human services policy development. Her prior work experience gives her a thorough understanding of the role of state and local governments in health care policy, as well as health-related provider, advocacy, and consumer groups. Ms. Herskowitz's recent projects with TXP have included an assessment of Texas's mental health funding policies, a market demand analysis and health care needs assessment in El Paso, and a study examining the cost of providing emergency health services to undocumented immigrants in U.S. southwest border counties.

Before starting her own practice, Ms. Herskowitz worked at MGT of America as a Senior Consultant where her project experience included studies measuring existing capacity within a health system and strategic analysis to help organizations create short-range and long-term plans. Prior to joining the private sector, she was a senior policy analyst with the Texas State Comptroller's Office. In this role, she analyzed Texas health and human service agency policies, budgets, and overall operations.

Ms. Herskowitz holds a Bachelor of Arts in Clinical Psychology with Honors from the University of Texas at Austin and completed graduate studies in public health law at the University of Texas School of Public Health in Houston.


Marcus Jahns

S. Marcus Jahns is a state and local governmental consultant with over 35 years experience. He has served as Interim City Manager for the City of New Braunfels, Budget Officer/Chairman of the Strategic Management Team for Bexar County, Executive Director of the Alamo Water Reuse and Conservation District, Assistant City Manager and Budget and Research Director for the City of San Antonio, Senior Management Consultant for one of the nation's major accounting firms, Budget Director for the City of Ventura, California and Senior Administrative Analyst for the City of Fort Worth.

In addition, Mr. Jahns taught public finance and urban management at Trinity University and the University of Texas at San Antonio as well as economics at Ventura College. He is a trained mediator and conducts mediations and arbitrations for the Bexar County Dispute Resolution Center.

Mr. Jahns holds a Bachelor of Arts in Public Administration and Economics and a Master of Public Administration from Texas Christian University. He is also a graduate of the Center for Public Policy Dispute Resolution at the University of Texas School of Law.


Brian O'Connor

Brian O'Connor has been working with TXP since 1995. Trained in input/output analysis and econometric modeling, he has been involved in a range of projects, including an examination of the economic impact of Florida's port system on the state's economy, a number of analyses related to the restructuring of the electricity industry, provision of trend analysis to the Wall Street Journal's regional editions in New England and the Pacific Northwest, and a study evaluating the economic effects of the smoking ban on New York City.

Prior to affiliating with TXP, Dr. O'Connor spent 30 years at IBM, where he was director of U.S. economics. He took over the running of IBM's quarterly econometric model in 1975 and was responsible for all U.S. macroeconomic forecasting: assessing current conditions, evaluating public policy and providing IBM senior management with economic forecasts to run its domestic operations - a $25 billion business unit. As a senior member of IBM's financial planning staff, Dr. O'Connor regularly participated in the development of key financial goals for the company and in the financial performance review phase of the planning system. In addition, he worked closely with IBM's financial executives in the 1980's and early 1990's to provide IBM with an analytical framework to assess and track their major capital acquisitions.

Dr. O'Connor's academic focus at the University of Maryland, where he received his doctorate, was in input/output analysis and econometric modeling. He served as technical consultant to the Federal Trade Commission in the late 1960's, where he designed a quantitative system to support the agency's enforcement mission. In addition, he has been a member of the college community at St. Peter's College (New Jersey) for the past 30 years, where he now holds the rank of Associate Professor and Chairperson in the Economics Department.


Scott Polikov

Mr. Polikov provides town-planning services to both public and private sector clients, working with communities, local governments, state agencies, universities and developers to facilitate growth in mixed-use pedestrian-friendly patterns. Through his firm, Gateway Planning, he has developed master plans for downtowns, urban cores, neighborhoods, universities and fast-growing suburban growth corridors. He brings those master plans to life with form-based urban codes that both elevate quality of life and, at the same time, harness the market's ability to deliver profitable and sustainable neighborhoods.

Mr. Polikov has served on the respective governing boards of Austin's regional transit authority, Capital Metro, and the region's metropolitan planning organization, "CAMPO," as well as continuing his long-standing work on regionalism and rail transit with the Austin-San Antonio Corridor Council. Nationally, he is active in the Congress for the New Urbanism and serves as an associate member of the Citistates Group, founded by Neal Peirce. Internationally, he serves on the advisory board for the Prague Institute for Global Urban Development. His firm's work has received multiple awards, including the North Central Texas Council of Government's Excellence in Development Award for Sustainable Design and the national Form-Based Codes Institute Inaugural Driehaus Award for Best Form-Based Code, and has been featured in Urban Land, the magazine of the American Planning Association, and Planning, the magazine of the American Planning Association.

Mr. Polikov received a Bachelor of Business Administration from the University of Texas, a Juris Doctor from the University of Texas School of Law, and a Master of Science in Community and Regional Planning from the University of Texas School of Architecture.


Amy Spiro

Amy Spiro has worked in the public policy arena and private sector for nearly ten years, giving her an in-depth understanding of the public policy process and state and local government operations. At TXP, Ms. Spiro's responsibilities include public policy research, case study analysis, and communications.

Prior to her association with TXP, Ms. Spiro worked as a Senior Consultant with MGT of America, where she co-managed the strategic planning process for numerous public entities, performed organizational assessments, developed legislative brochures and other collateral pieces, and conducted policy research. Ms. Spiro also worked as a Senior Policy Analyst for the Texas Senate Economic Development Committee and has been an Adjunct Instructor at Austin Community College.

Ms. Spiro holds a Bachelor of Arts in Government with Honors from Indiana University and a Master of Arts in Government from the University of Texas at Austin. She has been recognized by the International Association of Business Communications for her outstanding work in public policy communications.


Chandler Stolp

Chandler Stolp is an Associate Professor at the LBJ School of Public Affairs at the University of Texas at Austin, and has been affiliated with TXP since 1990. Trained as a statistician and economist, Dr. Stolp has worked with TXP to design custom modeling for a number of public policy projects. Recent studies include assessing the cost of providing emergency health services to undocumented immigrants in U.S. southwest border counties, and evaluating the impacts of commuter rail on the Austin-San Antonio corridor.

Dr. Stolp holds a Doctor of Philosophy in Information and Decision Making Science from Carnegie Mellon University.
