Economic Forecast for the San Antonio Regional Economy
Bexar County
In order to provide context for a number of public policy issues, Bexar County contracted with TXP to provide 10-year forecasts of key economic and demographic variables. For this analysis, the market area was defined to include all counties in the San Antonio MSA, as well as all counties that primarily lie within 100 miles of San Antonio. In addition, TXP provided 5-year forecasts for peer Texas MSAs.

Economic and Tax Revenue Impact of Microenterprise Programs
Various clients such as ACCION Texas, ACCION New Mexico and Opportunity Fund (California)
Microenterprise programs such as ACCION and Opportunity Fund are dedicated to providing long-term income and employment opportunities by providing credit and other support services to low- and moderate-income small business entrepreneurs who are unable to obtain credit through traditional channels. TXP has assisted a number of these programs to estimate the economic and tax revenue impact of their lending programs on the economies of their regions and individual communities. Beyond the quantifiable economic impacts, these programs help individuals escape poverty, avoid other social problems, build self-esteem, and secure the economic future for their families. TXP showed that overall, the opportunities offered by these organizations represents a huge dividend to the individuals and communities who participate.

Policy Considerations Related to the Highest and Best Use of Bryan Municipal Golf Course
City of Bryan, Texas
TXP was engaged by the City of Bryan to provide analytical support to policy development around the possible reuse and/or enhancement of the Bryan Municipal Golf Course. The report primarily focused on the possibility of selling or leasing the course for commercial development. As part of the analysis, TXP reviewed the local economic environment, and created a hypothetical development pattern along with a stylized assessment of the time needed for market demand to create full absorption of the projected land uses. The report concluded with findings on the highest and best use, as well as additional comments related to tools that could be employed to enhance value.

Impact of Variable Demand and Cost Factors
Oklahoma City Water Utilities Trust (OCWUT)
Like many areas of the country, Oklahoma City experienced the financial impact of wide variations in the volume of metered water and wastewater flow, operating cost increases, and a substantial capital plan for replacement and new construction. TXP, in partnership with Public Financial Management (PFM), helped OCWUT develop revenue and cost projection methodologies and establish reserve policies that will help maintain both long- and short-term financial stability. To help meet these goals, TXP and PFM collected available financial and usage data, reviewed current financial models, engaged in multiple discussions with staff, and collected and reviewed economic, demographic and meteorological data.
